Purpose Supervises and coordinates utility staff in all aspects of the daily routines that pertain to the maintenance and repair of water distribution systems and related facilities.
Responds to internal and external customers' inquiries, complaints and problems.
Carries out and enforces Company policies and safety rules to assure a safe workplace.
Shares in the responsibility for the daily operation and maintenance of the distribution system.
Accountabilities Keeps Operations Manager aware of all departmental functions, problems, and needs.
Responsible for all functions and procedures of Field Service and coordinates the day- to-day department work activities.
Checks weekly time tickets and approves time off for employees.
Manages and provides leadership to the Field Service Department.
Sample responsibilities include:
Recruiting, planning, organizing and directing work, supervising, and training the department in all department operations, daily functions, processes, procedures, requirements, etc.
Designing processes and procedures to efficiently utilize technology.
Developing and conducting training programs for department personnel.
Completing performance appraisals and providing guidance to and development of staff.
Inspects and oversees maintenance and construction work being done by Liberty Water employees or outside contractors.
Completes service orders and/or any other paper work.
Directs meter change outs in coordination with meter reading department.
Initiates and oversees installation of new services.
Reviews and approves maintenance, repair, and purchase invoices.
Generates safety and accident reports and distributes to the appropriate departments.
Tracks and reports fieldwork statistics monthly.
May oversee distribution operators in installation, tapping, disinfection, testing, and connection of water mains and appurtenances.
Oversees distribution operators in shutdowns, repairs, disinfection, and testing of broken water mains.
Provides standby emergency response duties for distribution system operation emergencies.
Assists the Operations Manager in preparation of the annual capital and Operations & Maintenance budgets for the Service Department Assumes some of duties of the Superintendent of Operations in his or her absence.
Actively supports the Utility Supplier Diversity Program (USDP) to achieve the Program's objectives, and if granted procurement authority, incorporates diverse business enterprises in the procurement process and works with the USDP coordinator on identifying USDP opportunities.
Works weekends, holidays, standby, and extra time as required.
Answers public inquiries and complaints in a tactful and courteous manner.
Conducts safety meetings per Company requirements.
Complies with all safety policies, practices, and procedures.
Reports all unsafe activities to supervisor, Manager of Safety Services, and/or Human Resources.
Performs various other duties as may be assigned by the General Manager, Operations Manager, or designed staff.
Supervises activities of Dispatcher and provides training Assumes duties of Dispatcher in his/her absence, or assigns and supervises alternate personnel to perform Dispatcher duties.
Develops and manages valve maintenance program and oversees its completion through in-house staff or contractors.
Oversees hydrant maintenance program and coordinates repair, replacement or new installation of hydrants.
Provides customer field support by assigning employees to perform field service duties, including turn-ons, turn-offs, lock-offs, meter checks, and related customer activities.
Develops and manages meter box clean-out program.
Education and Experience Must have at least a Grade 3 Water Distribution Certificate issued by the State Water Resources Control Board.
Must possess a high school diploma or G.

Must have a minimum of seven years of experience in the utility industry in a field/customer service leadership position.
Able to act promptly in emergency situations.
Have good verbal and written skills to communicate in English with internal and external customers under normal and adverse conditions.
Must have basic computer skills, including PC Windows operations knowledge and experience with PC laptops or tablets.
Must have experience with word processing, spreadsheet, and database software.
Be proficient in the use and functions of the Customer Information System Program.
Be proficient in use and functions of Infinity Mobile and/or any software related to the department.
Understand the basic day-to-day operations of the Utility Service Department.
Must have a high degree of accuracy.
Must possess organizational and problem solving skills with effective math skills.
Must be able to lead and manage a department.
Must be able to work independently and responsibly with minimal supervision.
Must have a valid California Class C driver license with an acceptable driving record.
Able to follow Company rules, procedures, and directions from a supervisor.
Be able to exercise independent judgment, discretion, professionalism, and tact in all areas of work including matters of a sensitive and/or confidential manner.
Able to interact and communicate in a positive and constructive manner.
Able to work weekends, holidays, standby, and extra time as required.
Maintain effective and cooperative working relationships with those contacted in the course of work.
This includes, but is not limited to, those to whom the position reports to, supervisors, coworkers, public, vendors, etc.
Be able to drive Company vehicles.
Be able to travel occasionally.
